TOURNAMENT
RULES:
- All participants must be registered with
USA Hockey.
- Bench personnel must follow USA Hockey
guidelines as to who is authorized on the bench.
- Maximum player squad is 20 (18 skaters
and 2 Goalies). A player must be
a rostered player and participate in at least one preliminary game with their
team to be eligible for a championship game.
- A player can only be rostered to one team
during tournament play. NO
PLAYERS ROSTERED TO A TIER I, II or COMPETITIVE LEVEL TRAVEL TEAM may
participate.
- All substitutions or additions to at
team’s regular season roster or to the tournament roster, once submitted, must
be presented to the Tournament Committee for approval prior to the team’s
first tournament game.
- Tier III teams must “play up” in the next
higher Tier IV division.
- All championship games must be
played. If a divisional winner is
unable to participate in a championship game due to unforeseen reasons, the
divisional runner-up will take their place. The divisional winner will forfeit all
rights to any and all awards.
- In the spirit of recreational hockey, all
coaches will be expected to allocate playing time equally among all players
regardless of the policies of the team’s parent association.
- No checking is allowed when playing a
girls team.
- All games will be played using official
USA Hockey black pucks, except for Tier III and IV Mites which will use blue
pucks.
- A mercy rule will be enacted if a team is
ahead by five (5) or more goals at the start of or anytime during the third
period, at which time the clock will convert to running time. If the
differential falls below five (5) goals, the clock will revert back to stop
time until a five (5) goal advantage is reached again. Any game resulting in a
final score with the winning team ahead by more than ten (10) goals will
result in that team being assessed a penalty by the deduction of 1 tournament
standing point.
- All games, other than Mite Tier IV, will
be 1.25 hours in length with 3 fifteen-minute stop-clock periods. If necessary, a running clock will be
used to finish the 3rd period within regulation
time.
- Mite Tier IV games will be 1 hour with 3
fifteen-minute running clock periods.
- Mite Tier IV games will be cross-ice, 3
on 3 with goalies, lines will change every 2 minutes so
everyone will get equal ice time. There will be penalties
assessed. Players will sit in the penalty box for 2 minutes but will
be replaced with another player so that 3 on 3 will continue. After 3
penalties, there will be a penalty shot for the opposing team. There
will be no icing or off sides.
- Round-robin standings shall be determined
by points; that is, 0 points for a loss, 1 point for a tie and 2 points for a
win. If two or more teams have an equal number of points, their position in
the standings shall be determined by Alaska State Hockey Association – House
Program Tie Breaker Rules.
- Teams must be prepared to begin a game up
to 15 minutes prior to the scheduled start.
- There are no team time-outs permitted in
this tournament, except that each team will be allowed one (1), one-minute
time-out during the championship game.
- Home team (1st team listed on
the schedule) will be responsible for providing a scorekeeper and penalty box
person. Visiting team
(2nd team listed on the schedule) will be responsible for providing
a clock/timekeeper and penalty box person.
- In the case of a tie at the end of
regulation time during the cross-over and/or championship game ONLY, there
will be one 5-minute sudden death OT period. If this does not break the tie, the
teams shall use a shoot out procedure.
This will involve each team selecting five (5) players who will
alternate taking penalty shots. A
toss of the coin will determine who shoots first. If after five (5) players from both
teams have completed this procedure, the tie still exists, it shall be
repeated with five (5) different players until a winner is
determined.
- All tournament referees will enforce a
“No Tolerance Rule” during competition.
This means that NO ABUSE of any game official will be tolerated and no
preliminary warning will be issued before a game misconduct penalty may be
assessed. Parents and spectators
are subject to removal for any abusive or intolerable
behavior.
- Any player(s) or team official(s)
assessed a penalty for fighting WILL BE automatically suspended for the
remainder of the tournament. The
tournament committee shall review any other Game or Match
penalties.
- Players or Coaches who are under
suspensions from USA Hockey or FAHA for a Game Misconduct for Fighting, or
Match Penalty are not eligible to participate in Tournament
games.
THE RULES COMMITTEE RESERVES THE RIGHT TO MODIFY ANY
RULE HEREIN THAT IS DEEMED TO BE ADVERSE TO THE BEST INTEREST OF THE TOURNAMENT
OR FAHA. ALL DECISIONS OF THE RULES
COMMITTEE ARE FINAL.
